First try and claim directly with Emirates. National Enforcement Bodies only get involved when airlines refuse a claim. If your claim has already been refused then reopen it. If your claim is valid they should new settle. If they demure contact the Dutch NEB.

When Emirates A380 BHX-DBX-SYD went tech at BHX, there was an 8hr delay before another was cycled in, from LHR I believe. By time we made DBX the connection had long gone and we waited 5hrs for the DBX-SYD-AKL. A 23hr set of flights took 35 to destination. We claimed under EU261/2004 and got the full delay compensation - but not a word of apology.
And as an aside, when in DBX and trying a)to find our sleepy way round the airport which is as big as some countries (lol) and b) simply trying to find out what was happening, I have never come across Staff as rude, uncaring and brusque as Emirates transfer guys. Utterly dreadful!
