I recommend "Aircraft Flight Control Actuation System Design" by E.T. Raymond with C.C. Chenoweth...it covers the flight control systems on many aircraft as well as possibilities for the future. I found it to be a good introduction to the basics of flight control design. The books seems to place more emphasis on the mechanics of the design than on stability or effectivity, but I don't claim to be an expert in this area.
