All Dick and AOPA need to do here is submit the original Airspace Act 2007 policy statement. Read it, very instructive, and vehemently opposed by the AFAP and others, because it calls for genuine ICAO based airspace reform, using the US FAA model, which satisfies the Act's requirement for "safety" justification.
