While I share some of your points, cost cutting, in all businesses is the name of the game. Rolls-Royce has grown its Civil engine business massively in a relatively short time. It has also been developing a number of new engines at the same time - Trent1000, XWB84K, XWB97K, Trent7000 plus its new Advance3 and UltraFan. The recent Trent1000 problems show that they are pushing the boundaries in order to achieve the required mechanical and thermal efficiencies. It is not unique in having technical problems, both GE and P&W are also struggling.

Having said that, up to 4000 job cuts will have a significant impact especially after recent reductons. They have much to do to repair reputational damage and will need massive efforts from its dwindling staff.
