Perhaps there were works outstanding which they had planned to carry out overnight but will now complete by day. It doesn't necessarily mean that the AD couldn't have operated within its licence while these works were outstanding. I use the words "doesn't necessarily" though as I'm not in possession of the facts of the matter.
