Not much better than 3000ft agl so next to useless for the task in hand. The current proposals don't justify the costs of a dedicated radar at CAX. One cheaper alternative might be to buy a feed from the Spadeadam radar(s) - like HIAL did at Inverness for a few years with the Lossiemouth radar. But now that those radars are run by NATS and Thales I suspect they'd be cheaper just buying their own.
