iirc it was planned as a one off squadron fora single operation
it was only afterwards the govt decided it was good
PR to keep them and even later they became a home for precision bombing. Given the casualties on the dams raid plus many were at the end of their tour it was almost a new squadron aircrew-wise anyway.....
