The more precise regulation you'll be looking for is 202.15 in the referenced CAR's. In short, the aircraft must be owned by a Canadian citizen, or a Canadian corporation. You'll probably find that a Canadian corporation requires some Canadian ownership. I know non Canadians who have owned a Canadian corporation, with minor Canadian citizen participation ownership, to enable them to own a Canadian registered aircraft.
