It really makes sense to me. If commercial services grow it will be almost a DIY project to enlarge the area dedicated to aviation. Office workers can be painlessly relocated elsewhere - presumably remaining on the airfield.
It's a modest enterprise in terms of pax numbers, but significant for all that.
There isn't anywhere on the airfield to move to, so it would need another building - though Stobart have already got a large logistics centre and headquarters building in open countryside on the back of the promise of improved connectivity...
