ATC Watcher, I think you need a refresher course in basic ATC principles, one of which is to help aircraft in trouble. 211 clearly had problems and the sooner he was on the ground the better but it seems you would make him wait for his turn to land rather than assist him to land immediately. If you cannot understand this then further discussion is futile.
