You do not seem to understand how ATC works. Prime objective of a TWR controller is to prevent collisions when there is more than one aircraft in the air at the same time .
. You cannot have opposite runway operations , clearing the way is what they did , then offering both 02 and 20 to the 211 was the right thing to do . Most of us would have acted exactly this way
