No, that figure is correct, for the vast majority of the time the P-8 is supposed to operate no lower than 10,000ft. In fact it’s supposed to spend most of its time up around FL300 using its radar which optimised for that sort of height. It is, supposedly, able to lay sonar buoys accurately from that height.
In order to prosecute submar8ne targets it is to be equipped with a UAV with a MAD which be deployed to prosecute anything detected (no idea how it is recovered).
