Nah, never worked for decades (and still doesn't work at Alice), all that non-radar C, where even the LCDs knew it was controlled airspace and they needed a clearance. Raining metal, there is/was, or multitudes of VFRs doing orbits just outside the CTA steps because they couldn't get a clearance.
