No. I've experienced the same many times. Of course I haven't flown on every carrier in the world but in my experience it's only the American carriers who are paranoid - for reasons explained by posters above. In fact I have been surprised just how much turbulence some major European carriers will take without putting on the seat belt sign. For that reason, when they do I comply and
stay seated (always have my belt on when seated anyway). When I fly on American carriers I simply have to ignore the signs if I need a trip to the loo (but still have my belt on when seated of course). I find that the American carriers' policy is counter effective.
