It would be easier to see the whole chart. LOC can mean Locater = NDB, but why repeat that title at LOM and with different altitudes? It can also mean LOCALISER (LLZ) and thus be crossing altitudes for a Glide Slope out LOC only approach. I would expect there to be a DME v ALT table as well as these 2 waypoints.

Please show the whole chart.
