Why do we keep a tally of the Service backgrounds of the CDS?
Obviously because a lot of people believe they are biased towards their old service and therefore unless the job is rotated two services will suffer

If that was the case you could argue that Everard, currently DSACEUR, might have been a better choice than Carter. With the renewed focus on Russia, Peach going to NATO and Everard coming in from NATO might have given an element of cohnerence in a counter-Russia strategy as well as providing a message on the strength of U.K.-NATO links.
