They are in a harness, but also have the regular seat belt on top of it. It sounds like the front seat pax was in the outer of the 2 seats, (I believe they had the 2 pax bench seat up front in addition to the pilot seat).
If I am reading it correctly, the front pax unbuckled his seat belt in order to scoot closer to the pilot, as in the middle front seat, to get a better angle on his feet hanging out the door.
