To quote an ex ATO employee I know.
"We had more rights in the public service than most ordinary people. You could kill someone and still not lose your job".
That lady who sued her public employer after her hotel bed collapsed when she was bonking someone while on business only lost her case after it reached the high court. It cost the Australian tax payer a lot of money to defend the case but I feel was worth it.
