As Tagron says, like they have been doing every day of the week for decades at Campbeltown, Islay, Tiree and Barra.
The difference at Carlisle is that they have already had publicly-available instrument approach procedures for years. Changing them to be for use by approved operators only (as is the case at Campbeltown, Islay, Tiree and Barra) would I suspect be tricky. The additional problem is that at Carlisle there's a significant risk of military traffic associated with Spadeadam wazzing through the instrument pattern. That would up the assessed level of risk carried out under CAP 1122, making it less likely they'd get approval for IAPs with AFISO only. Similarly, since Carlisle has a significant amount of visual circuit traffic, the difficulties of safely integrating that with instrument traffic with AFISO only make it unlikely CAA would approve that.
