The allowance is paid as part of your salary and is not connected to any rent or mortgage amount. You can choose to have it paid monthly or as an advance in 6 month lump sums.
Currently, as a new joiner you can take the allowance to rent or pay a mortgage. If already an employee in company accommodation, you have to purchase a property to get the allowance.
