To me it sounds a bit ambiguous, like the traffic is cleared to intercept and follow the localiser, but not to descend.
But it might be just that.... as an area controller I'm not allowed to clear an aircraft for the ILS but I can give them a heading to intercept the localiser on a straight in before passing them to approach for descent clearance.
