In fact, if run properly the LTC itself was just a summary of events over the past period, some signing of papers, the odd bit of new business that had cropped up in the last 24 hours, etc. The company had financial delegation to commit MoD funding without the TA's approval - to get things moving on a safety issue. This is a unique delegation, and because of it the company man was a company nominee, but an MoD appointment. Again, unique.
