I'd like to give you advice... As crazy as it seems the rules regarding many legalities here in the desert are as shifting as the sands. What was valid for me in 2008 I'm quite certain won't apply now. What I strongly recommend though is find/develop an advocate in whatever organization is your potential employ.... Many cases this well-connected individual will expedite your application through the process.
Unfortunate you do not have a noc attested. This simplifies matters however don't give up. Things can and do get done here with perseverance and knowing the right people.
