As much as you would like to hint at an apparently serious issue with a European ATO, nothing you have said actually makes sense and does not lead anyone to help you. Even the EASA reference you give is not decipherable to us Europeans!
If it is as serious as you think, you need to give some detail to your problem, without names dates or places if possible.
