Not if the bulb indicates "Brakes NOT set", in that case a bulb failure would indicate as if the brakes were set and the ground will contact you to release brakes... even if they are already.
The modern Boeings have three lights.
Park Brake Set (orange)
Brakes On (red)
Brakes Off (blue)
