Indeed - I was remiss in not splitting between requirement and advice
. Recent experience with long lapsed candidates has been that Licensing expect an ATO recommendation despite the Regulation. At this point I've already used my first contentious topic discussion with them token for this year, but I suspect there'll be more over the next months, as no year seems to be simple!
