For the PMR there is Form available on the DGCA website. Print it, fill it and courier it to DGCA.

If you have a renewal date before your current medical lapses, you will not need the NoC.

Also to get a date, you can just call up the respective AFS no need to write a letter.

You can get a date for April at Pune. Call them up.

NOC will be needed if Medical date is prepone for more than a month time ,ie if you are going to take medical before 30 days from the lapse date of your medical then you need NOC.
PMR file will be provided to you by hand for this one if its urgent or else would be send to medical center by DGCA.
Fill up both form for PMR forwarding and NOC.

I have heared DGCA doesnt reply to emails for NOC althought they have given it on their website.

So should I email them or is it better to send through post.

Yes you have heard correct. They are after all a shoddy bunch.

I know few people who sent the request via email and have got no response.
Later they sent via post and it was taken care of.

So i will advice you to go the postal way.

Cheers
