Not a regular occurrence but bogie beams do fail occasionally, not necessarily due to a heavy landing. I experienced one on a Convair 880 during taxy after pushback at Kai Tak.

They were 34 knots below Vref, with stick shaker active. They were definitely on the back side of the power curve and no amount of thrust would have been enough to get them out of this situation...
