Doesnt IFR have something to do with it?
I used to operate Twotters IFR if we had more than 9 pax had to be Multi Crew ops but we were alowed to operate Single Pilot VFR with up to 15 Pax Single Pilot.
I will search the regs for the reference. May have been a dispensation. I can recall Our Otters didnt have GPWS. We were Charter ops though.
I can recall a certain Operator in NSW getting a dispensation for no GPWS aswell, all be it more pax allowed. And Im certain of, they were RPT.
