Flights gone AWOL

Having a look around the CX system, I am at a loss to understand why management have decided to remove flights when the average load factor is 98% or above.
Vancouver is a classic case , from 2 jumbo flights a day 3 on some days ,we have been reduced to one 777 on 2 days per week and that one goes to NY via Vancouver.
Is this the result of a lack of aircraft, a lack of crew, or more mismanaging the situation .

Actually, this one is on the CAD, not CX management. They asked all airlines to reduce November flights by 10% to ensure less workload for the ATC cutover

Vancouver going to 17 times weekly with the addition of three A350-operated flights from late March.
