Single or Dual FMC in Europe Free Flight System?

Does anyone know OFFICIALLY whether dual FMC will be a requirement under the FANS or Free Flight proposals for Europe, and when it will be mandatory?

If you go to the document library you will find the Eurocontrol RNAV requirement document, as well as JAA TGL No.10, both of which I'm sure will contain a whole host of information of the type you require.
