Here's some information from our database. I hope it helps:

1. Landing permit is required for private non-revenue and charter (non-scheduled commercial) operations.
a. Official lead time for either type of permit is 4 working days
b. No aircraft documents are needed, but CAA Uganda requires a business contact (name, company he/she works for, address, phone number and fax)
c. Landing permits have a validity of + 72 hours in case of delays
d. Changes in crew/pax information doesn’t require a re-approval for the permit

2. HUEN airport:
a. 24 hour airport
b. Airport of entry (airport has customs)

3. Visa information:
a. Check with your visa provider on visas needed for operations to this country

4. Ground handling, fuel, hotels:
a. Ground handlers exist at this airport and can provide services needed
b. Jet fuel is available at this airport
c. There are hotels available at this location, but many are further out from the airport (5-25 miles out) depending on your length of stay

Hotel: Imperial Resort Beach Hotel
Maybe 20min from the Airport. 4 Stars and nice Bar near the Lake Shore.

Personally I don't like the Imperial Beach Resort: bad food, you're lucky if hot water comes from the shower, beach bar frequented by lots of professional ladies, but nice beach (anyway, you shouldn't swim in the lake...)
I would recommend Lake Victoria Hotel, nice pool, good food, nice colonial style hotel. Lots of aircrew stay here..

HUEN Hotel

First choice for me, Lake Vic all the way. Reasons as per Sharksucker above. If we stayed at the Imp Resort down the hill (only if the Vic was full) we would walk up to the Lake Vic for beer and dinner on the terrace.
Enjoy it!

Handling, I have used Enhas before though it was a few years ago.

We stayed at Speke Resort in Kampala... nice, safe and secure place. Food was pretty good too. A bit of a drive from the airport is about the only downside. Also, that's where Emirates crews stay as well...

Woragee (I think that is how you spell it, bannana gin) and tonic on the veranda of the Lake Vic Hotel before dinner. I was sure I could hear the Flying Boat coming in to land (is that what you call a flying boat when it stops flying?) . Lake Vic hotel the only place to stay. Check out the giant tortoises (100 years +) in the centre of the hotel.
If you have more than a couple of days off, take a 4 x 4 up to the Parra Lodge by Merchison Falls. It is a long drive but worth it if you can stay the night there. You will see more game there in 2 hours than in 2 weeks anywhere else.
Uganda is a great place and Ugandans lovely people. It is our place of choice in Africa if we have to night stop enroute. We were there last week, no handling required, total bill $350.
