ICAO Annex 6 part 2

Hi guys, just wondering if you have any more info on the Nov.18th 2010 deadline for international GA (or more than 12.500lbs mtow) to have SMS and Ops manual aboard.
I refer to part 91 here.
Thanks

No one is caring for those manuals? Or no one knows nothing about that?

I have heard that neither FAA nor EASA are ready for implementing the new rules. EASA needs about 1 more year to do so and the FAA about 3.

Since those two are the largest authorities the due date most probably will be postponed

Bermuda First Country To Require SMS for Aircraft Entry
By: Chad Trautvetter

November 18, 2010
Regulations, Business Aviation

Starting today, Bermuda is requiring all foreign operators of business aircraft with an mtow of more than 12,500 pounds to have a safety management system (SMS) and meet other requirements under ICAO Annex 6.2.3. For U.S. operators, this includes both Part 91 and 135 operators.

Besides the precedent-setting SMS requirement, affected operators will also need an operations manual, fatigue management program, MMEL, Type 1A flight data recorder and crew microphone-based communication system. Additionally, aircraft with an mtow exceeding 59,400 pounds are required to have a Type 1 FDR and a cockpit voice recorder.

The Bermuda Department of Civil Aviation (BDCA) said any of the following would show SMS compliance: IS-BAO registration, Air Charter Safety Foundation (ACSF) registration, Argus rating, Wyvern registration, an SMS manual deemed acceptable by the state of registry or proof of intent to produce an SMS. For Part 91 operators, this wording leaves IS-BAO the only compliance method since the FAA has yet to establish an SMS NPRM for Part 91, let alone Part 135.

In fact, the FAA only last week issued an SMS proposed rule for Part 121 operators. Compliance with the ICAO annex “will be monitored by random ramp inspections at the L.F. Wade International Airport.

Operators discovered to be not compliant will be refused entry to Bermuda until they can demonstrate compliance,” BDCA said.

Besides all the SMS mumbo jumbo we dont have a FDR onboard so Bermuda is a no no from now on.

And what about the "proof of intent to produce an SMS" ???? If there are not enough rules to produce the manual itself let alone rules to prove that you have the intention of someday producing said manual... what a mess.

that´s why Bermuda reg. are moving to IOM register, it´s much easier and will wait until EASA makes the move.

Hi peedeeque, this applies only for foreign registerred aircraft which would like to fly to Bermuda.

Source AIN:
The Bermuda Department of Civil Aviation (BDCA) is allowing additional time for operators of foreign-registered aircraft with mtows exceeding 12,500 pounds to implement the provisions in ICAO Annex 6.2.3, which includes requirements for a safety management system. Operators conducting flights to Bermuda now have until April 1 next year to comply with the requirements. NBAA and the International Business Aviation Council said it worked with regulators to gain this extension for foreign-registered aircraft.
