Could anyone explain the logic of the Jepps charts with reference to the frequency shown if a field has an approach and a tower frequency.
Ostend on the EB/EH chart for example: I would have thought that either passing through their zone or inbound, the first people to talk to would be Appoach. Why not give that frequency instead of the tower.
To my surprise the chart I bought in the Netherlands recently, published by the Dutch authorities, use the same (illogical?) principles.
Am I missing something here?

Before some smart character writes in to say that the approach frequencies are listed at the bottom of the chart, I know! My point is that it should be the other way round.
