Forgive me if this is a dumb question, but I'm interested if it would be possible to do my PPL theory in New Zealand and do the practical flying component in South Africa (this is with the intention of gaining a New Zealand PPL).

I wander if the NZ CAA will allow this to happen?

I'd be surprised if either accepted the other's exams for their own initial licence issue (as opposed to conversion), but you'd better ask them. Anyway, the theory exams are no big deal. Honest.

Surely this is an admin question rather than a theory question!

Agreements are in place to recognise licences between ICAO States. It is highly unlikely that one State will accept part of its requirements and part of another States. Your best bet is to do all in one Country or ask the NZ CAA.

You will have to complete the NZ exams for a NZ CAA licence. The facility for conducting these exams overseas exists. The websites to visit to confirm this are NZ Civil Aviation Authority (http://www.caa.govt.nz/) and Aviation Services Ltd (ASL) (http://www.aviation.co.nz/) . ASL are the company contracted to CAA to conduct the exams.
