Australia is about to undergo yet another for of airspace change; the first are minor changes to 'E" Airspace.

Today aircraft that are RPT must operate IFR; so they need a clearance to operate in Class 'E'; in radar and non-radar environments. This would take 90 weeks or so to run through the Change rules process so a new work around procedure is:

A VMC climb procedure; where the IFR doesn't get a clearance; but does get traffic on other IFRs and 'known' VFRs; the IFR doing a VMC climb gets a full ATS service as it would if it were IFR flying in 'G'; i.e. full directed traffic, hazard alerting, flight following, SAR, etc. Workload issues, unable to stop them entering before traffic assesments etc; responsibilities when operating VMC now not, need clearance immediately, do you have separation? etc.

This VMC procedure only applies inside the 'E' airspace. Procedures are yet known (still being developed/changed), implementation is 28 November....

Of course the main driving factor is that due to the existance of 'E' airspace and controllers, unnecessary delays must occur; despite a complete lack of evidence to support this assumption. That this will somehow reduce the number of controllers needed and therefore, be cheaper. Enthusiastic amatuers get to run this whole place. AAAAGGGGHHHHH!

How does it work elsewhere, do you have such a thing? Or do IFRs simply go VFR instead of all this rigmarole, which would seem a whole lot easier.
