Ilent(Dutch CAA) have published a FAQ for examiners. For Senior TRE they have published the following

(MPA) What are the experience requirements to become a Senior TRE?
Within the last 5 years the examiner must have worked at least 3 years as a TRE and have given a minimum of 1000 hrs of instruction as TRI. He must have an ATPL and 1500 hrs as PIC on the category of aircraft for which he will be a Senior TRE.

Where can I find the reference in EASA for the requirement for 1500 hrs PIC on the aircraft.??

There isn't any minimum experience requirements in the regulations for a SE certificate.

There is a change coming in this year which gives some guidance on the experience requirements but they don't specify hours, more a general guideline.

As nick14 has indicated, I'm not sure there is anything in the Aircrew Regulation concerning the pre-requisites of a Senior Examiner. Part-FCL makes only a passing reference to senior examiners as follows:

FCL.1020 Examiners assessment of competence

Applicants for an examiner certificate shall demonstrate their competence to an inspector from the competent authority or a senior examiner specifically authorised to do so by the competent authority responsible for the examiner’s certificate through the conduct of a skill test, proficiency check or assessment of competence in the examiner role for which privileges are sought, including briefing, conduct of the skill test, proficiency check or assessment of competence, and assessment of the person to whom the test, check or assessment is given, debriefing and recording documentation.

There is also a similar mention in FCL-1025(b)(3).

The AMC and GM to Part-FCL is more enlightening, specifically AMC1 FCL.1020and FCL.1025 which expands on the qualification of Senior Examiners as follows:

AMC1 FCL.1020; FCL.1025

QUALIFICATION OF SENIOR EXAMINERS

(a) A senior examiner specifically tasked by the competent authority to observe skill tests or proficiency checks for the revalidation of examiner certificates should:

(1) hold a valid or current examiner certificate appropriate to the privileges being given;

(2) have examiner experience level acceptable to the competent authority;

(3) have conducted a number of skill tests or proficiency checks as a Part-FCL examiner.

(b) The competent authority may conduct a pre-assessment of the applicant or candidate carrying out a skill test and proficiency check under supervision of an inspector of the competent authority.

(c) Applicants should be required to attend a senior examiner briefing, course or seminar arranged by the competent authority. Content and duration will be determined by the competent authority and should include:

(1) pre-course self-study;

(2) legislation;

(3) the role of the senior examiner;

(4) an examiner assessment;

(5) national administrative requirements.

(d) The validity of the authorisation should not exceed the validity of the examiners certificate, and in any case should not exceed 3 years. The authorisation may be revalidated in accordance with procedures established by the competent authority.

As you can see from the above, national authorities are free to set the experience levels.

Its interesting that the Dutch CAA in their published FAQ's for Examiners (http://www.ilent.nl/Images/FAQ%20Examiners%20MPA%20-%20GA%20-%20CPL%20-%20H%202014_tcm334-350390.pdf) question 31, specifically give requirements.


31. (MPA) What are the experience requirements to become a Senior TRE?

I wonder where they got these figures specifically the hour requirements from.?

They can stipulate what they like as its examiner experience acceptable to the competent authority.

There is a difference of opinion here in Holland as to the requirements for a Senior TRE.

You may be interested to know that EASA NPA 2014-29(A) proposes to add a Section to Subpart K to Part-FCL as follows:

SECTION 8 SPECIFIC REQUIREMENTS FOR THE SENIOR EXAMINER — SE

FCL.1035.SE SE privileges and conditions

(a) Senior examiners specifically authorised by the competent authority to observe skill tests or proficiency checks for the revalidation of examiner certificates shall:

(1) prove an examiner experience level in accordance with the procedures established by the competent authority;

(2) have conducted a number of skill tests or proficiency checks as a Part-FCL examiner;

(3) have successfully completed a senior examiner course at the competent authority; and

(4) demonstrate their competence to the competent authority through an assessment of competence.

(b) The validity of the authorisation shall not exceed the validity of the examiner’s certificate, and in any case shall not exceed 3 years. The authorisation may be revalidated in accordance with the procedures established by the competent authority.

This appears to be broadly similar to the relevant AMC that I quoted earlier in the thread.
