Are they Aerochute style powered parachutes (2 seat side-by-side), or those of the powered paraglider fraternity? Each of these falls under a different organisation and they have different rules but agreed if they *are* actually at 100ft over something that resembles a street with street lights and houses, then I agree with you. Get a photo and call the fun police.
