A google search for Dalmatian finds: Dalmatian is Croatia's first Low Cost airline that is expecting to launch flight operations in 2013.
That would be a start for a further search; at the moment their wesite http://www.flydalmatian.com/ times out.

They were supposed to start flying in summer 2006 but as of today, they have no AOC.
