This statement is correct - but could also be very misleading.

As well as amending the ANO, the CAA have changed many of their
processes and procedures, because they had to (or thought they had to),
in order to comply with EU law wrt EASA Licensing requirements.

Nowhere, that I can see, have they kept a second set of processes
and procedures, where there is any overlap with EASA, that apply only
to National Licences/Ratings.

If the IMC Rating is to be added to a UK National Licence I doubt there
is any need to get Test approval from Gatwick.

However, if it is to be added (as an IR(R)) to an EASA Licence then (even
if not required by law) I think it would be a good idea to have Test
Approval. The candidate will not thank you if their application gets
rejected - especially if it is also involving applying for a Part-FCL Licence.
