Hi

What is NARTEL HF frequency? This is in ref to the following statement:

If unable to contact “Shanwick” on VHF or Datalink then request clearance on a NARTEL HF frequency

All I could search on google was NARTEL = North Atlantic Route Telephone

You already have the answer to your question.
All the HF freqs used by the five oceanic ATC centers.
If you don't have data link or satcom and are out of VHF coverage call them on HF.

If i remember well NARTEL stands for North Atlantic Radiotelephony Network.
In fact it has nothing to do with telephone.
