Does Flight Instruction come under the bounds of Flight time limitations and is it considered a commercial operation in Europe?

Any official references would be helpful.

Teaching is Aerial work according to the ANO in the UK and therefore FTLs do apply, generally only the absolute flying limits 100 hrs in 28 days and 900 hrs in 12 mths. CAP 371 is the place I think and the ANO.
As for FTLs they haven't got a final ruling as far as I can tell (some time next year probably....) so you're limited by the country in which your aircraft is registered. check locally for info :).
