From my outfit's fueling manual, Chapter 3, which I believe follows IATA standards.

I can't find any mention of a water check in the AMM.



A. Operating procedure

1) Domestic flights

a. With the hydrant refueling operation, perform the fuel
quality check before the start of refueling to the first flight of calendar day. The
“before the start of refueling” shall indicate the point after the fuel remained in
the refueling vehicle piping is replaced (after approximately 1,000 liters of
fuel is transferred).

b. With the refueler refueling operation, the fuel quality check
at the refueling to aircraft shall not be necessary.

(2) International flights

At every refueling for both the hydrant refueling operation and
refueler refueling operation, perform the fuel quality check before the
start of refueling operation.

The “before the start of refueling” shall indicate the point
after the fuel remained in the refueling vehicle piping is replaced (after
approximately 1,000 liters of fuel is transferred).

B. Operating contents

A mechanic shall witness and check the visual inspection and
chemical moisture test conducted by the refueling company with which the fuel is
sampled from the downstream of refueling vehicle filter.

At this time, the witnessing of mechanic can be omitted with the
only refueling company that has a system in which the result is immediately
reported to Maintenance Director when a deficiency is discovered with the
inspection result.

The omission of mechanic is possible when the record of
inspection result performed by the refueling company is checked after the
completion of refueling operation.

C. Check item

Check the items below. The inspection method and criteria shall
be in accordance with the descriptions on and after the item 3.

(1) Visually check the appearance, presence of particulate
contamination, and presence of moisture.

(2) Perform the free water content inspection by using the chemical
detector

You need to be more specific. Are you talking about an Aviation gasoline powered light aircraft or a Jet A powered transport category aircraft ?

In any case the best way to deal with the possibility of water in the fuel is not put water contaminated fuel in the aircraft in the first place by sampling the fueling rig before commencing fueling.
