Could any of the Commercial pilots or ATPL students please tell me if Dry Bulb Temp is the same as OAT or is it the difference between Wet Bulb and OAT...

Dry bulb temperature is simply the air temperature. So it is OAT.
Wet Bulb temperature is the temperature attained by a thermometer wearing a wet sock.
The difference between the two is related to the degree of saturation of the air. The dryer the air, the greater the difference. Fully saturated air - no difference.
