Good day,

Is it correct that RVSM is not implemented yet in just three states - Russia, Kazakhstan, Mongolia? Could anyone add more states to this list (Israel perhaps)?

The Commonwealth of Independent States are Non-RVSM today. I believe there is a plan to implement RVSM in November of 2011 in Russia and the CIS countries.

Personally I would much rather see metric altitudes done away with.

While RVSM would be a definite improvement in the movement rate over Afganistan, for example, a bit better ATC system to reduce separation times would likely be easier to implement.

Not trying to hijack the thread, but I'd much rather see imperial measures in aviation gone. That way everything would be in metric and so the same units for everyone.
