JAA Licence Proficiency Check (LPC) - can it be done by a TRI?

May I pease enquire whether a JAA TRI can conduct an Licence Proficiency Check (LPC)?

I am certain that a skil test has to be done by a TRE however I am not too sure about the annual LPC.
