May I pease enquire whether a JAA TRI can conduct an Licence Proficiency Check (LPC)?

I am certain that a skil test has to be done by a TRE however I am not too sure about the annual LPC.

Nope. An LPC is a skill test.....

2 DEFINITIONS
2.1 A Skill Test is a demonstration of skill for licence or rating issue.
2.2 A Proficiency Check is a demonstration of skill to revalidate or renew ratings.
