What did the new tower do to the Dubai Airport Obstacle Clearance Limit and/or approach minima?

Dunno - but as lowly SLF and resident of DXB I can tell you that the strobe lights on the new tower have been off more often than on recently. Even when they are on they are not as bright as those on other adjacent buildings (or maybe they're just obscured by the murk). A hazard to light aircraft (e.g. the Seawings Cessna 208s) and choppers ???

MSA around DXB VOR raised to 3800' and couple of changes to the RNAV deps routings including some speed changes for turns. Thats it from memory.

All the changes for one building that as all accounts have it it may not even me half used

I overflew the Burj tonight on a slow moving aircraft at 4000 feet indicated. I must say it looked pretty impressive. It is the highest man made structure I have seen so close when flying at 4000 feet. 828 meters translates to 2717 feet.
