In light aircraft?

Yes.

Provided that the aircraft is in trim to fly straight & level before the rudder input is made.

Assuming normal rigging and stability for the average light GA type training aircraft, applying a pure rudder input to either side produces yaw which in turn will produce a roll coupling due to the speed difference between the wings. As bank is established and turn begins, assuming no back pressure is applied the nose will go down.
