PPL, CPL expiration procedure.

What is the procedure when ones PPL or CPL expires. I am talking about the 5years validity on the license. Is it just a paperwork procedure or does one have to do a flying test. The scenario I am talking about would involve keeping a SEP rating valid during the course of the five years.

Generally a paperwork exercise provided you meet the renewal criteria.

I also have an odd one for Instructors/Examiners.

In Spain there is a rule which states one must obtain their IR within 6 months of passing their CPL skills test or else the CPL test has to be done again before an IR can be added to the license. They refer to it as a renewal. I have found no mention of this in JAR-FCL and concluded it must be a national rule which they apply. I actually know a couple of persons whom this happened to for various reasons or another. Is this a commom rule in other countries or something unique ?

As you say, nothing in JAR-FCL so obviously a quaint Spanish custom. I am told you can do an IR Skill test without complimenting an instrument approach, and get a FI rating without spinning in Spain!

As regards your mentioning of getting an IR without doing an actual approach during the skills test I know a guy who done exactly that. He just went to a VOR/NDB and was told to take out whatever plates the examiner requested and practiced some simulated VOR and NDB approaches along with engine failures on go-around. Although I will add that is a rarity as most persons will do proper approaches at airports but yes it has happened. I must add that actual examiner he had on the day was actually known to do that and was a recipient of numerous complaints from instructors.

Flight test are normally only valid for six months. Are you sure that your qoute isn't relating to a situation when the CPL/IR candidate waits to have both the licence and rating issued together.

The pilot could have the CPL issued and then complete the IR later without such a time restraint.

Apologies. That must be correct as the persons I was referring to were on integrated courses and were getting the CPL/IR issued together. An awfully inadequate setup if the school cannot get them from CPL skills test to IR within 6 months. Also charged the students for the CPL Skills test again even though it was beyond the students control.

An Integrated Course may be conducted over a period of:
Appendix 1 to JAR–FCL 1.160 & 1.165(a)(1)
ATP(A) integrated course3 The course shall last for between 12 and 36 months. Special arrangements may be made with the approval of the Authority to extend the course beyond 36 months where additional flying training or ground instruction is provided by the FTO.
14 On completion of the related flying training the applicant shall take the CPL(A) skill test on either a single-engine or a multi-engine aeroplane in accordance with Appendix 1 and 2 to JAR–FCL 1.170 and
the instrument rating skill test on a multi-engine aeroplane in accordance with Appendix 1 and 2 to JAR–FCL 1.210 and such other tests as are required by JAR–FCL 1.262(c).

All sections of the skill test
shall be completed within six months.The CPL and IR Skill Tests are separate and nowhere in JAR-FCL does it say that the two tests must be completed within 6 months!
