Apply for a restricted US PPL based on your JAA PPL
Take the Instrument written test and pass an Instrument check ride
Take the CPL written test and pass the CPL SE Checkride
Pass the check ride for the CPL ME add on

Depending on how current and proficient you are; assume app. 15-20 hrs of training for the Instrument rating.
